ABOUT VOLUNTEER UGANDA EXTRA UGANDA LIMITED (VUEL)
Volunteer Uganda Extra Limite ( VUEL) is a community based organisation that advocates for rule of law, anti corruption, human rights, accountabilty and good governance located in Lwengo Dstrict, Greater Masaka.
Speaking to Umoja Standard, Mr. Tushabe Bruce Nzabanita said that he will forever remember Justice Kakuru because he was central in ruling against Computer misuse Act, Section 25- cyber harassment and refusing civilians to be tried in Court Martial.
He said as a judge who believes in true rule of law, he saw when freedom of speech, association, fair hearing, media rights and decided to rule against the computer misuse Act, section 25 in which Tushabe was battling a case fabricated by one Justine Nameere.
He commiserated with Uganda’s Judiciary for such a big and hardly replaceable person in addition to all Ugandans who believe in rule of law.
“The only Magistrate who can try to do the way Justice Kakuru was doing is Joshua Twongyirwe, A Grade One Magistrate at Chief Magistrate Court, Masaka because he is independent. Chief Magistrate denied me bail on a misdemeanour case , sent the file to Grade one Magistrate, Masaka and i was granted bail unconditionally after i had spent almost two months in jail, paid legal requested money for bail”. Said Bruce Tushabe.
Tushabe expressed heartfelt sorrow for losing such an icon and believed, there is no Justice in Uganda who has the valor like he had.
He revealed that the only person in Uganda he has interfaced who nears what Kenneth Kakuru has been doing is Joshua Twongirwe, the Grade One Magistrate at Greater Masaka Chief Magistrate Court.
He (Bruce) said, he slept in jail for over two months but granted him (Bruce Tushabe) bail when he completely didn’t know him but did following provisions of the law.
Tushabe asked all Magistrates and Judges in Uganda to borrow a leaf from Late Kenneth Kakuru following rule of law in order to deliver absolute justice to beloved people of Uganda.
It is against this background that Tushabe declared that in a memorial way to Justice Kenneth Kakuru, he will baptize his own son in the names of Kenneth Kakuru so that he can do Primary Leaving Exams when he has it on own documents.
“I took this decision in order to always remember this noble man, Kenneth Kakuru”. Said Bruce Tushabe.
“As Volunteer Uganda Extra Limited (VUEL), we expressed our sorrowful sympathies to the beloved family of Late Justice Kenneth Kakuru and the entire Judiciary of Uganda for having lost such an icon. May His Soul Rest in Peace”. Said Bruce Tushabe Nzabanita- President Volunteer Uganda Extra Limited (VUEL)
About Justice Kenneth Kakuru
Born in 1958, Kakuru is the son of Reverend Eliakim Kamujanduzi, an elder and senior educationist who denied the Omugabe of Ankole Charles Rutahaba Gatsyonga Holy Communion at Ruharo Parish, saying that the monarchy was polygamous, a trait that most people throughout Kakuru could have learned from his father.
Justice Kakuru attended local schools for his primary and secondary school education in Uganda where he was born in South Western Uganda. He studied law at Makerere University, graduating with a Bachelor of Law. Kakuru also had a Master of Laws from the same University and a Post Graduate Diploma in Legal Practice from Law Development Centre, in Kampala, Uganda’s capital.
He also had a Master’s Degree in Educational Policy Planning and Development from Kyambogo University. He has been a member of Professional Groups such as the Uganda Law Society, the East African Law Society, the Environmental Law Alliance Worldwide, and the International Bar Association.
He founded Kakuru and Company Advocates, a law firm that is known to have contributed to the country’s environmental jurisprudence majorly through public interest litigation. He is known for his humour while presiding over judicial matters.
At one time several lawyers described him as a Judge whom you can’t appear before and leave when you are not satisfied, regardless of his decision. Justice Kakuru has been a father and a husband to Charity Nankunda Kakuru, his current wife whom he married on January 14th, 2012.
