The Uganda Human Rights Commission (UHRC) has issued a release order for Edward Rogers Ssebuufu, also known as Eddie Mutwe, who has been in custody since April 26, 2025. In a statement signed by UHRC Chairperson Hon. Mariam Wangadya, the commission directed the Chief of Defence Forces to immediately release Ssebuufu, citing unlawful detention.
The commission’s order is based on Article 53(2)(a) of the Constitution of the Republic of Uganda and Rule 31 of the UHRC Procedure Rules, which empower the commission to investigate and address human rights violations. Failure to comply with the order may result in liability for contempt under Article 53(1)(d) of the Constitution.
