Greater Masaka: Here is Volunteer Uganda Extra Limited (VUEL)-a Lwengo based organization that advocates for human rights, Legal protection, rule of law and Anti-Corruption that complains to Uganda’s Fountain of Honor H.E Yoweri Kaguta Museveni Tibuhaburwa over alleged abuse of office and misconduct of some official from the Directorate of Public prosecutions especially the complaint desk which has failed to offer legal assistance to its own President, Bruce Tushabe Nzabanita.
Volunteer Uganda told this website that people have showed dissatisfaction with Museveni’s government due dis-functionality of his institutions a case in point Directorate of Public Prosecution (DPP) because they have failed to work for the common man and so ‘they are dead’– VUEL maintains.
VUEL revealed that one Nameere Justine- a Masaka based business lady filed a cyber harassment case basing on Computer Misuse Act, Section 25 against own (VUEL) president (Tushabe Bruce Nzabanita) which took a period of year without her (Nameere) presenting exhibits. ‘Our President (Tushabe) spent that whole year moving here and there, spent a lot of the money which would care for his family and foster development at his home’.
The organization says ‘to make matters worse, the complainant (Nameere) never presented her phone complaining over the said messages, which wasn’t lawful. Volunteer Uganda stated that, because she is a daughter to the Minister and alleged presidential advisor, when she went to Police, was given audience and filed a case’.
The organization however informed that about six days back, the same file was dismissed by constitutional court saying that Section 25 is not correct because it (case) lacked exhibits.
“The same person (Justine Nameere) went on to file against Volunteer Uganda President (Tushabe) a case of forgery File number CRB 124/2022 still standing which also is in a year and above but it (VUEl) has submitted about 15 complaints to Office of the DPP not being handled yet they are attentioned to office”. Tushabe.
It is against this background that Volunteer Uganda Extra Limited (VUEL)-brings to attention of President Museveni that his Institutions are ‘dead’ even when Uganda’s mighty constitution provides for most of them.
The organization quotes Uganda’s constitution and complains: “*There shall be a Director of Public Prosecution (DPP) appointed by the President of Uganda by recommendation of Public Service Commission with the approval of the Parliament*, so it means that the DPP is servant of Uganda, Ugandans and for Ugandans but why complain to the office and there is no response and it (Office) claims to have a complaint desk with assistant DPPs, Chief State Attorneys and Legal managers with no help at all”.
“DPPs role is provided for in article 120 of Uganda’s constitution with powers to help Ugandans by directing Uganda Police to investigate any information of criminal nature and report to him or her expediciously, to institute criminal proceedings against any person or any authority in court with competent jurisdiction other than a court martial, has authority to take over and continue any proceeding instituted by any other person or authority, to discontinue at any stage before the judgement is delivered, any other criminal proceedings to which relates to Institute to him/herself or any other person or authority except the DPP shall not discontinue any proceedings commence by any other person or authority except with the consent of the court, but if such an office cannot help our (Volunteer Uganda) President (Bruce Tushabe Nzabanita) what of a common Ugandan”. VUEL adds in a quote.
“By the virtue of Article 120 of, Office of the DPP must work to the interest of Ugandans not individuals” Volunteer Uganda.

It is against this background that Volunteer Uganda Extra Limited (VUEl) asked President Museveni to intervene in his Criminal Case Number Masaka CRB124/2022 UGANDA VS BRUCE TUSHABE NZABANITA.
The organization says, they wrote to Directorate of Public Prosecution (complaint desk) expressing their dissatisfaction with Regional DDP Greater Masaka, Resident Chief State Attorney Greater Masaka but never got help.
“The Directorate issued a calling later on 24th/ Jan/2023 after complaining several times saying CRB124/22 UGANDA VS BRUCE TUSHABE NZABANITA (Volunteer Uganda president), Reference is made to the above matter and our earlier communication dated 30th/June/2022 wherein the called for Masaka CRB203/2022. This is to inform you that the files were supposed to be forwarded together to any bus to address the complaint, we are in receipt of fresh complaint in respect to the above, forward the case file for perusal and legal advice and to any bus to address the complaint which showed that the DPP had accept to give us legal assistance”. Organisation states.
“We (VUEL) want to tell President Museveni that human rights have been violated, in every office and it is alleged that without corruption, one can’t get a service- there is no service. Most offices without corruption, there is not justice and that’s why we they can call for a file even before it is executed, they issue a cancellation letter, which means that such an institution is a failed one”.The organisation revealed.
“Your Excellency, institute a commission of inquiry to investigate and ascertain how your appointed institutions execute their duties, like how the complaint desk in the Directorate of Public Prosecution sanction files”. Organization sought.
Volunteer Uganda Extra Limited told President Museveni that the only reason as to why Ugandans blame his government is because, the institutions he put are not properly functioning as most of them work under the influence of corruption and for the few haves.
