Kampala, Uganda: The Kampala Capital City Authority (KCCA) has launched its five-year Strategic Plan for FY2025/26–FY2029/30, aimed at transforming the capital into a well-planned, inclusive, and resilient city.

The UGX 11.9 trillion plan will be financed through multiple sources, including central government transfers, climate finance, and public-private partnerships.
The plan is built on five strategic objectives: enhancing economic growth, increasing productivity and wellbeing, strengthening oversight and governance, mainstreaming climate resilience, and strengthening institutional capacity.
Key targets include upgrading and reconstructing 325 km of roads, increasing paved road network, reducing city flooding, and improving solid waste collection and recycling.
The plan also aims to improve literacy and numeracy rates, reduce maternal and infant mortality rates, and create 10,000 new workspaces for vendors and artisans. KCCA leaders emphasized that the success of the plan will depend on collective effort from residents, stakeholders, and development partners.
The plan is accompanied by a Client Charter and Service Delivery Standards to ensure measurable improvements in the lives of Kampala residents.
