Kampala, Uganda: Brigadier-General Charles Oluka, the Director General of the Internal Security Organisation (ISO), has passed away due to heart complications. Oluka took the reins of ISO in October 2020, succeeding Col. Frank Bagyenda, who faced criticism over alleged fabricated intelligence reports.
During his tenure, Oluka played a crucial role in shaping the country’s internal security landscape. His leadership was marked by efforts to strengthen the organization and improve its intelligence gathering capabilities.
Oluka’s passing was confirmed by military sources, including Deputy Defence spokesperson Col. Deo Akiiki, and Deputy Presidential Press Secretary Faruk Kirunda. He died at Doctor’s Hospital Sseguku along Entebbe Road, where he was taken earlier in the evening.
The late Brigadier-General Oluka is survived by his wife, Harriet Akisa, whom he married in 2023 at St. Patrick’s Catholic Church, Madera-Soroti. Our thoughts are with his family and loved ones during this difficult time.
Oluka’s promotion to Brigadier-General was part of a broader effort by President Yoweri Museveni to elevate top army chiefs and ISO bosses. This move aimed to strengthen the country’s security apparatus and recognize the contributions of its top officials.
