PARLIAMENT: The Uganda Human Rights Commission (UHRC) on Wednesday appeared before the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) to respond to the Auditor General’s report on the Commission for the year ended 31st December 2025.
All members of the Commission attended the session. They included Chairperson Hon. Simeo Nsubuga, Hon. Imara Lammex Apitta, Hon. Col. Rtd. Steven Basaliza, Hon. Shifrah Lukwago, Hon. Crispin Kaheru, and Hon. Atuhaire Jacklet Rwabukurukuru.
The delegation was accompanied by the Acting Secretary, Mr. Byonabye Kamadi, Directors Ms. Sarah Nakhumitsa, Ms. Pauline N. Mutumba, Mr. Denis Kakeeto, and other technical staff.
The hearing is part of Parliament’s routine oversight to examine how public bodies manage resources and implement recommendations raised by the Auditor General. COSASE is mandated to scrutinize reports on statutory bodies and ensure accountability in public expenditure and service delivery.
During the session, Commission officials briefed the committee on the audit findings and steps taken to address issues raised in the 2025 report. The discussion covered governance, financial management, and operational performance of the human rights body.
After deliberations, the Committee resolved to continue the engagement on Friday, 24th July 2026, to allow further review of documents and responses submitted by the Commission.
Established under the 1995 Constitution, the UHRC is mandated to investigate human rights violations, monitor government compliance with human rights standards, and promote public education on rights and freedoms. Parliamentary scrutiny of its annual audit is intended to strengthen transparency and institutional accountability.
The Commission said it remains committed to cooperating with Parliament and implementing measures to enhance efficiency and compliance.
