Makerere Launches Construction of $12.2 Million Open Distance and e-Learning (ODeL) Building to Enhance Digital Education

Makerere, Uganda: During the launch, Ms. Jhee Ahn, Korea International Cooperation Agency (KOICA) Country Director expressed optimism about Makerere University’s Open Distance and e-Learning (ODeL) project labelling it the beginning of a significant journey. “This occasion is not the result of one effort, but of many. As an African proverb reminds us, a single stick cannot make a fire,” she said during the laying of the foundation stone and launch of the ODeL Master Plan.

The $12.2 million project is funded by a grant from the Korea International Cooperation Agency (KOICA).

Ms. Ahn observed that the project is a result of the power of collaboration, “What we witness today is a powerful example of what can be achieved when many hands and hearts come together with a shared purpose and vision.” She expressed confidence that the initiative would position Makerere University as a leading institution in East Africa and the continent in delivering innovative and high-quality open and distance education.

“It is our sincere hope that this new building will not only be a physical structure, but also a driving force that advances the shared vision and our collective aspirations. The agency is committed to supporting the project, which aligns with its goal of promoting quality and innovative education,” she affirmed.

On his part, Dr. Silas Ngabirano, representing Council Chairperson Lorna Magara, said the project is part of university’s commitment to harnessing technology to transform education.

“The project marks a significant milestone in our journey to harness the power of technology in transforming the education landscape at Makerere University and in Uganda,” Dr. Ngabirano said.

The initiative aligns with the university’s strategic plan and the National Development Plan, aiming to enhance capacity, bridge the digital gap, and make university education more accessible and affordable.

Dr. Ngabirano expressed gratitude to the Republic of Korea and the Ugandan government for their support. “We are proud to partner with KOICA, whose commitment to promoting education and development aligns with our national values and vision,” he said.

The project is expected to foster innovation, creativity, and lifelong learning, and contribute to Uganda’s economic and social transformation. Dr. Ngabirano urged stakeholders to ensure quality delivery and support the initiative to achieve its goals.

In her remarks on behalf of Vice Chancellor, Professor Sarah Ssali, the Deputy Vice Chancellor (Academic Affairs) reiterated university’s commitment to strengthening e-learning infrastructure and systems, aligning with Uganda’s national development priorities.

“The launch of the ODeL master plan places Makerere University in a better position to enhance our teaching and learning using blended approaches,” Professor Ssali said. The initiative aims to provide opportunities for students locally and internationally to engage in teaching, learning, research, innovation, and entrepreneurship.

The project reflects a strong partnership between the Republic of Korea and Uganda. Professor Ssali expressed gratitude to the Korean people, the Minister of Education and Sports, and the Minister of Finance for their support.

The project is expected to contribute to improved livelihoods, economic growth, and sustainable development. “We are confident that this project will have a positive impact on our communities,” Professor Ssali said, thanking the university team and stakeholders for their dedication and expertise.

On the other hand, Professor Henry Mwanaki Alinaitwe the PI of the project, “The project has three components: developing a master plan for ODeL, enhancing e-learning infrastructure, and building capacity.”

The building, expected to be completed by September 29, 2027, will feature a modern e-learning facility and will be equipped with necessary tools and equipment. Professor Alinaitwe expressed gratitude to the implementing partners, including Korea National Open University and Korea Institute of Development Strategy, for their expertise and support.

The project is expected to greatly change the teaching and learning environment at Makerere University. “The project, when complete, will greatly change the teaching and learning telling at Makerere University and Makerere therefore will be better able to serve and have a wider impact,” Professor Alinaitwe said.

The university has acknowledged the support of various stakeholders, including the Minister of Education and Sports, the Minister of Finance, and the First Lady, as well as the implementing partners and project team.

“We extend our sincere appreciation to our implementing partners, that is Korea National Open University and Korea Institute of Development Strategy, (KDS), for their invaluable expertise and unwavering support in making this initiative a success,” Professor Alinaitwe said.

The inauguration of the ODeL building and the launch of the ODeL Master Plan will mark a significant milestone in the advancement of digital learning at Makerere University.

US$3.75million of the grant has been allocated to construction of the ODeL Building in a period of 22months with SMS Construction Ltd. as the contractor.
