Kampala, Uganda: According to the document we landed on, Lawyer to admit that they still have retained instructions from their client herein Tushabe Bruce Nzabanita President Volunteer Uganda Extra Ltd in the complainant whose instructions we addressed to her.
The lawyer seeks that DPP refers to his reference SCA/13/2023 dated 13/Jan/2023 addressed to her through her Email and complaint desk email addresses.
These say the communication arose from hers referenced PRO. 29/102/18 , dated 24/01/2023 where she precisely stated that the impugned Masaka CRB 124/2022 and CRB 203/2022, where their client had complained that the two files Vide complaint referenced HAS/GEN/06/2022, dated 30th June/2022 had to be called and perused together but accordingly only one file was called and that is Masaka CRB 203/2022 for which it was instructed it goes on further inquiry , but lucky enough it recently, although still on inquiry terminated and stayed sine die due to the recent constitutional ruling nullifying Section .25 of computer Misuse Act.
He says, the calling letter referenced PRO 29/102/18, dated 24/01/2022 was a response to his client’s complaint quoted above where she ordered that Masaka CRB 124/2022 be called for perusal as prayed by our client.
He expressed greatest astonishment and disappointment that her office made conflicting orders calling for the file and at the same time even before the same file is delivered, the same office issues a cancellation letter referenced PRO 29/02/18 dated 01/2/2023. ‘This is irregular and amounts to abuse of office, misconduct and alleged corruption’.
He revealed that in the cancellation letter it was stated that, a decision was reached by DPP’s office to have only CRB/124/2022 called and that the same file CRB 124/2022 was called and a decision taken from headquarters to have the suspect charged with forgery and uttering false documents however, this file Masaka CRB 124/2022 has never been called for perusal from their complaints at the headquarters.
It is against this background that Lawyers to Bruce Tushabe Nzabanika catatonically stated that this country is a one governed by the rule of law and where in this dispensation of constitutional matrix the issue of human rights with particular emphasis to liberty is held so dear and sacrosanct.

My Lord with due respect we want to catatonically state that this country is a one governed by the rule of law and where in this dispensation of constitutional matrix the issue of human rights with particular emphasis to liberty is held so dear and sacrosanct. In the circumstance, no one is above the law to take away or undermine the Human Rights of others.
We are aware that our client was complaining largely about collusion and mishandling of his file specifically by the Assistant DPP Regional Office Masaka Amumpire Jenipher and ELEM OGWAL CHARLES the Deputy DPP colliding with the complainant Namere Justine to maliciously charge him to help the complainant to perpetuate her vengeful and unnecessary vendetta against our client.
My Lord, we want to be categorical clear that your office has been penetrated and is being used in a manner prejudicial and contrary to the terms of reference of your staff.
It is our humble prayer that you take the initiative to investigate your officers particularly those complained about.
We further still retaliate that you personally call the file and peruse it because your officers are being used by the perpetrators of injustice and our client has lost trust in them.
Should you fail to investigate and tame the illegal behavious of your errant officers our client shall have no alternative but to report to the investigative and mandated institutions to carry out the same not limiting to taking the matters to the courts of law for appropriate redress.
