Former National Social Security Fund (NSSF) Managing Director Richard Byarugaba has filed a court case challenging the appointment of his successor Patrick Ayota.
Byarugaba claims Ayota was ineligible for the position because he was already serving a fixed five-year term as Deputy Managing Director, a substantive statutory role, when he was appointed on August 17th by the Gender Minister.
The legal action seeks to overturn the minister’s decision and amend Byarugaba’s earlier case challenging both his non-reappointment and the new recruitment process that led to Ayota being named MD.
Byarugaba had originally sued the Attorney General and Gender Minister in early August for not approving the board’s decision to renew his term for another five years.
He has now requested the same court allow amendments to determine all matters at the center of the dispute and prevent duplicate litigation.
Byarugaba argues Ayota’s appointment and the new developments that have occurred since he first filed were deliberately done to undermine his claim, in violation of amendments made to the NSSF Act in 2022.
