Kampala, Uganda: Hellen Seku is the Commissioner State House National Secretariat for Patriotism Corps and Private Secretary to President Yoweri Museveni, overseeing youth affairs. At a time when youth engagement and national cohesion remain critical priorities for all purpose Uganda, Seku’s appointment to this position was crucial in the government’s efforts to align youth development with national values and ideological frameworks.
A legal professional with an extensive academic background, Seku holds a Bachelor of Laws (LLB) and a Diploma in Legal Practice from Makerere University. She has further enhanced her expertise with a Master’s Degree in Law, specializing in institutional management and leadership, as well as a Master’s in International Human Rights from the Uganda Management Institute (UMI).
Her appointment reflects her distinction as the youngest commissioner in Uganda’s government and the only woman and civilian to hold her current position. This achievement highlights her growing influence in shaping national youth policies and fostering governmental partnerships to address societal challenges.
Recently President Museveni directly appointed Seku as Chief Program Coordinator for Administration and Welfare during his Regional Parish Development Model (PDM) Tour.
Madam Commissioner is tasked with spearheading initiatives that promote national unity, patriotism, and ideological orientation among Ugandan youth and citizens. In this role, Seku works closely with presidential programs to instill values of discipline, loyalty, and collective development, aiming to transform societal mindsets to support Uganda’s progress.
Seku brings a wealth of experience to her responsibilities. Her work now focuses on integrating youth into national development agendas while addressing pressing issues such as moral decay and disengagement from civic duties. Notably, she advocates for expanding patriotism education beyond schools to include universities, vocational institutions, and broader community sectors, aiming to cultivate a generation committed to service and national prosperity.
Madam Seku’s leadership is pivotal in bridging the gap between government priorities and the aspirations of Uganda’s youth. Her initiatives provide a structured approach to channeling youthful energy into constructive nation-building efforts.
Seku’s appointment aligns with President Museveni’s long-term vision for a disciplined, united, and economically empowered Uganda.
With a focus on grassroots engagement and institutional reform, Seku’s work continues to draw attention as a model for integrating youth leadership and ideological education into national governance frameworks.
