Kibijo, Bugangaizi East: Hon. Agaba Aisa Black , the dedicated representative of Bugangaizi East, has delivered a comprehensive account of developmental strides achieved during her tenure, with a particular focus on improving access to clean water, healthcare, education, and infrastructure within Kibijo Sub County. Speaking to a gathering of constituents, Hon. Aisa reaffirmed her unwavering commitment to elevating the quality of life for all residents.
Water accessibility emerged as a key success story. “From the very inception of my political career in Bugangaizi East, the provision of clean and safe water has been at the forefront of my agenda,” she stated. Highlighting specific interventions, Hon. Aisa cited her successful lobbying efforts with the NGO CEED, which resulted in the installation of a solar-powered piped water system in Kabuubwa Parish, Kibijo. Furthermore, during her term, the Murama borehole was drilled, significantly expanding access to clean water for the local population. “We have achieved 80% coverage in terms of access to clean water so far,” she proudly proclaimed.
Improvements in healthcare infrastructure were also underscored. Hon. Aisa detailed the comprehensive refurbishment of Kabuubwa Health Centre III to meet the required standards, ensuring that residents have access to quality medical care. “I went ahead to also donate a bed for delivery, enhancing the capacity of the health center to provide essential maternal health services,” she added. Recognizing the need for further expansion of healthcare facilities, Hon. Aisa revealed her efforts to secure funding for a new health outreach center within Kibijo Sub County. While initial discussions with the Embassy of Japan did not yield immediate results, Hon. Aisa successfully engaged with the Prime Minister, securing an agreement to establish the much-needed facility. “Following consultations with community leaders in Kayoolo, Kalangala, and Muziranduru, we have decided to convene a meeting with all chairpersons in Kibijo Sub County to identify a central location for the new outreach center,” she explained.
Addressing the pressing need for enhanced educational opportunities, Hon. Aisa acknowledged the demand for a SEED secondary school in the area. “In government systems, priority is often given to older sub-counties, but I want to assure you that I have two SEED Schools in the pipeline, and one will be allocated to Kibijo Sub County,” Hon. Aisa assured the audience. Further demonstrating her commitment to education, the representative confirmed the provision of textbooks to all secondary and community schools in Kibijo Sub County, promoting more effective learning.
Infrastructure development has also been a key focus. Kibijo Sub County now boasts one of three first-class murram roads, strategically connecting Kyamujundo, Butenja, Kalangala, and Kabarungi to Nkooko Sub County. “This first-class murram road comes directly from the Ministry,” Hon. Aisa stated, highlighting the significance of this achievement. Furthermore, plans are underway to upgrade the Nkondo road, with the project slated for implementation upon budget release. Through personal contributions, Hon. Aisa has also facilitated the rehabilitation of the Kibijo-Kasolokoko-Kabuubwa Road, utilizing a tractor blade purchased from her own budget.
However, Hon. Aisa expressed disappointment regarding the utilization of funds allocated to the district for road maintenance. “I am pained that we have funded the district with an extra budget of one billion Ugandan shillings, with an additional billion in emergency funds lobbied by the Prime Minister specifically for roads, but the district has not effectively utilized this money to address the urgent road works within their jurisdiction,” they stated.
Looking forward, Hon. Aisa outlined plans to focus on income generation and economic empowerment. “We are currently conducting training programs for youth in the production of liquid soap, bar soap, and shoes,” she announced. “In my second term, I will prioritize upgrading the incomes of families through the creation and support of community groups,” Hon. Aisa concluded, reaffirming her dedication to continued progress and prosperity for the people of Bugangaizi East.
The legislator spent the entire day with the people from Sazike Parish’s villages of Bucumbi, Sazike A, Sazike B and Nakasagazi.
