Bugangaizi East MP Hon. Agaba Aisa Black Reconnects with Constituents, Highlights Achievements

Bugangaizi East, Kakumiro: In a show of resilience and determination, Bugangaizi East MP Hon. Agaba Aisa Black spent the entire Easter Monday reconnecting with her constituents in Mpasaana Town Council, a year after battling a severe illness that forced her to step back from the public eye. Accompanied by her husband, Lt. Col. Paul Balisigara, a Uganda People’s Defense Air Force (UPDAF) serviceman, Hon. Black met with her coordinators and campaign managers at three key stations: Kyajawe B, Kijungu Cell, and Mpongo-Munzo Cell.

During the meetings, Col. Balisigara shared the emotional journey of his wife’s recovery, revealing that she underwent multiple operations in India, including one that complicated her pregnancy. “It was a tough time to secure the life of both the mother and the child amidst sickness,” he said, expressing gratitude to those who prayed for her recovery. He also condemned the toxic words and wishes for her demise that they received during her illness, thanking those who stood by them.

In her address, Hon. Agaba Aisa Black highlighted her achievements in the constituency, showcasing her tireless efforts to improve the lives of her people. “I’ve been able to register many achievements in conjunction with other leaders,” she said. “One of my notable achievements is the successful fight against land grabbing in our constituency. We’ve secured land titles for areas like Butenja, Kyananjubu, Galiraya, Nakasagazi, Lwembuzi, Butiita, Lwamata, Lutooma, and Lubumbo, among others.”

On water supply, Hon. Black reported significant progress, thanks to her lobbying efforts. “We’ve reduced the water issue in our constituency by working with organizations like the World Bank and National Water and Sewerage Cooperation. All town councils now have water supply, including Katikara, Mwitanzigye, Kisiita, Mpasaana, and Nkooko.” She also mentioned her initiative to provide piped water to Musaana, Nkooko Sub County, Kibijjo Trading Centre, and Kabuubwa.

The MP also emphasized her commitment to education, citing the construction and operation of Mpasaana Seed Secondary School, distribution of textbooks to government and private schools, and support for community primary and nursery schools.

In healthcare, she highlighted the fully-fledged ambulance stationed at Kisiita HCIII, which has improved referrals to Hoima Regional Referral Hospital. “There’s ongoing construction of a theatre for operations, which will come with a double cabin car to transport patients, cutting costs and reducing referrals,” she added.

On infrastructure, Hon. Black mentioned the progress on key roads getting first class marrum, including Kitekyee-Kabarungi-Butenja-Kalangala, Mpasaana-Kihengamo-Bujajja, and Nkooko-Galiraya. “This is just a snapshot of the many things I’ve documented in my short spell in Parliament,” she said.

“Since I’ve provided most of the service this term, I’m sending a message to the people that I’m committed to lobbying for income-generating activities and funding to upgrade our people’s wealth if you’re sending me back to Parliament.”

As Hon. Agaba Aisa Black reconnects with her constituents, she’s committed to continuing her work and fighting for the people of Bugangaizi East. With her resilience and determination, she’s will be able to take on new challenges and make a lasting impact in her constituency.
