Kampala, Uganda: A heated dispute has erupted between Lwengo District Chairperson, Hon. Kitatta Ibrahim AlMalik, and Resident Districtll Commissioner, Mr. Kateera Emmy Turyabagyenyi, over the management of Katovu Seed Secondary School. At the heart of the controversy is the school’s official stamp, which the RDC allegedly confiscated from the interim school management.

According to the District Chairperson, the RDC’s actions are a blatant attempt to paralyze the school’s operations, disregarding the plight of the 371 students already enrolled and their families. The Chairperson emphasized that Lwengo District is governed by its duly elected leaders, as stipulated in Articles 180 and 183 of the Constitution of the Republic of Uganda.
The Katovu Seed Secondary School was established to address the pressing need for educational services in the area. The District Chairperson had written to the RDC on February 4, 2025, requesting a written apology, which was ignored. The Chairperson has now demanded that the RDC surrender the school’s stamp to his office by the end of the day.
This incident highlights the ongoing challenges faced by seed schools in Uganda, which are established to provide quality education to disadvantaged communities. The Education Service Commission has been working to operationalize these schools, including Katovu Seed Secondary School, by procuring science kits and equipment ¹.
As the dispute unfolds, the fate of Katovu Seed Secondary School and its students hangs in the balance. The District Chairperson’s stance emphasizes the importance of respecting the autonomy of local governments and the need for collaborative governance.
