Kampala, Uganda: Representing the Chairperson Hon. Mariam Fauzat Wangadya, Commissioner Hon. Simeo Nsubuga highlighted the significance of access to information in democratization processes.
“An informed and knowledgeable citizen can express their will and consent to be governed through regular, free, and fair elections,” Nsubuga stated.
He acknowledged the support of partners, including the German Agency for International Cooperation (GIZ), and the role of academia in sharing knowledge.
The UHRC presented its report on human rights to the African Commission on Human and People’s Rights, which was reviewed on October 20th, 2023. Key concerns included media freedoms, online gender-based violence, and limited access to information for persons with disabilities.
The commission recommends streamlining of access to information apps, clear positions of information communication officers within government ministries, Enhance protection for journalists and activists and Strengthen students’ equitable access to the internet.
Nsubuga commended the government’s efforts in establishing a comprehensive legal framework, including the Access to Information Act 2005 and the National Information Technology Authority, Uganda Act 2009.
However, he noted a growing trend of criminalizing actions that should be civil in nature, affecting journalists and access to information.
He stressed the importance of creating a society that facilitates the free flow of information, promoting informed and empowered citizens.
The commemoration event was attended by dignitaries, including the Honorable Minister for ICT and National Guidance, Honorable Judge Dr. Douglas Singiza, Germany Ambassador to Uganda.
As Uganda strives to become a stronger democracy, the UHRC’s efforts to promote access to information and participation in the public sector remain crucial. By addressing concerns and implementing recommendations, Uganda can foster a more informed and empowered citizenry.
Hon. Nsubuga made these remarks during the Commemoration of the International Day of Universal Access to Information (IDUAI) today that ran under theme ‘Mainstreaming Access to Information and Participation in the Public Sector,” with a specific focus on the recommendations from the African Charter on Human and Peoples’ Rights (ACHPR).
Uganda Human Rights Commission (UHRC), was part of organizing this Commemoration event in collaboration with Twaweza, African Freedom of Information Center (AFIC), Makerere University and Ministry of ICT and National Guidance.
