LIRA: Attention is hereby drawn to the speaker of Parliament the RT. Hon Anita Annet Among and the honourable Deputy speaker of the 11th Parliament ,Rt.Hon Thomas Tayebwa to immediately act and throw out of Parliament all the non performing MPs who do not speak in parliamentary session.
Hon Sarah Awor Angweri, workers’ representative in Lira City council has vowed to petition the speaker of Parliament Anita Among and the Deputy speaker Thomas Tayebwa to throw out all members of parliament who do not speak in the plenary session of parliament.
Awor’s concern came shortly after the speaker of Lira City West Division council ,hon Okello Daniel threw out of council,two Division councilors who have ever since not spoken in the Council.
Okello reffered the two embattled councilors to consult their voters on what to say in the Council meeting since they have decided not to speak in the council during time of saby submission whatsoever and tasked the clerk to council not to pay them their allawecnce for two consecutive sittings.
Hon Sarah Awor noted that if the level of the debate and contributions in both the plenary and commette sittings is to improve in Uganda,then the Speaker and the Deputy speaker of the 11th Parliament should throw out of Parliament all the MPs who do not talk in parliament during plenary sessions.
“We are missing services because of several MPs who just do not know what to do in parliament including keeping quiet for a period of five years”added Awor.
She said some of the MPs are quietand dormant just from day one to the last day when parliament shall be dessolved. “And to our surprise, they are good at dodging most of the plenary sessions minus being ashamed.
In Lango Sub-region here ,we know several of them who are sceamers and they only appear on Tuesday and Thursday in parliament, don’t even sit fully in session,you. Dont even see them in TV interviews and online newspaper or hard copies of newspapers.
“I am urging Honourable Anita Among to urgently support the citizens and begin throwing out MPs who have gone in the 11th parliament to keep quiet” added Awor.
Hon. Awor said that this is a form of corruption that some MPs are doing silently by being paid when they are not performing at all.
She noted that the quality of debate in the 11 th parliament compared to the 8th, ,9th and 10th parliament is so disgusting and disappointing to the electorates adding that some MPs have never spoken any genuing matter of national importance.
She echoed that “You find the whole elected MP getting over 40million UGX as salary for just keeping quiet.You imagine even in the latest report released by UBOS one of the district in Lango sub-region came last in one of the service delivery.
She therefore appeial to Hon Norbert Mao, the Minister for constitutional Affairs to table this as an amendment in parliament if he is really working for the people so that some MPs are releaved of their duties due to poor representation in parliament.
Above all, Awor has appealed to the Speaker and the Deputy speaker of parliament to act quickly and copy the example of Lira City West Division speaker Hon Daniel Okello so that parliament of Uganda is not seen as an institution of the unable, incapable people who are paid for doing nothing for the people they represent.
