A Uganda People’s Defense Forces (UPDF) soldier is under investigation after shooting and injuring a Congolese national in Kisolholho Village, Karambi Sub County in Kasese District.
The victim, 26-year-old Majwar Muhindo Kibwana, was shot in the hip as he allegedly crossed into Uganda through an unauthorized border point. Kibwana is originally from the neighboring Democratic Republic of Congo (DRC) but had been frequently crossing the border to work as a casual laborer on the Ugandan side at the Mpondwe customs in Bwera.
Kasese Deputy Resident District Commissioner Lt Maate Magwara confirmed the incident, saying the UPDF soldier had been arrested and is in police custody. Magwara explained that when the soldier encountered Kibwana at the unauthorized crossing point, Kibwana attempted to flee, prompting a pursuit by the soldier who eventually shot him.
However, Magwara questioned the soldier’s use of excessive force when he could have apprehended Kibwana peacefully after locating him at a residence.
Kibwana is currently receiving medical treatment at Kagando Hospital for the gunshot wound to his hip.
Magwara urged residents to comply and cooperate when approached by security personnel and to remain vigilant, promptly reporting any suspicious individuals in their villages. He also advised against sending signals that could be misconstrued by security forces during this sensitive time.
